Prenatal exposure to high levels of air pollution double the likelihood of children becoming obese in a new study by Columbia University's School of Public Health released last week. Its one of the first reports to definitively link chemical pollutants to weight gain. Pregnant women who lived in areas where they were exposed to abnormal amounts of Poly Aromatic Hydrocarbons, or (PAHs), were more than twice as likely to have children who were obese by age seven than women who had lower exposure to the chemicals. PAH's are a pretty common pollutant which come mostly from the burning of fossil fuels. This news comes on the heels of a new study of the danger of chemicals known as endocrine disruptors, which can reek havoc with a person's hormones. Animal studies had already shown that PAHs inhibit the release of fat in the body, decrease IQ increase behavioral disorders. And oh yeah, PAHs can also give you cancer. There are many causes for weight gain in the US. Could one of them have anything to do with our swimming in a sea of 80,000 chemicals, only a handful of which are fully understood, much less regulated to reflect the current science?     Read More

Scrubbing VOCs Out of the DFW Ozone Problem

Since DFW was first identified has having a smog problem in the mid to late 1980's, there's a standard formula that's become familiar to folks in local air quality: NOx and VOCs + Sunlight = Ozone. There have always been two primary culprits to North Texas' chronic smog problem. NOx, or Nitrogen Oxides which primarily come from combustion sources (engines, boilers, furnaces), and VOCs, or Volatile Organic Compounds that are mostly invisible plumes and fumes from things like gasoline pumps, storage tanks, as well as combustion. These pollutants combine with sunlight and heat that chemically interacts with them and forms ozone downwind. When the first air pollution control measures were adopted, Austin and the EPA agreed that VOCS were the driving force DFW ozone levels. Some old-timers may remember the Mrs. Baird's bakery on the West Freeway in Ft. Worth having to install controls that eliminated the smell of baking bread that was stout enough to waft across the highway. That's also why every gas pump in Collin, Denton, Dallas, and Tarrant Counties has a "Vapor Recovery Unit." Over the years, the blame shifted to a combination of VOCs and NOx, and that's what made it possible to bring large NOx polluters like cement plants and coal plants into the picture. Still, VOC emissions remained a major player in the DFW smog problem, and they've been addressed with controls on everything from solvents, to boat resins, to bakeries by every single clean air plan ever drafted by the state and EPA. But now Austin is saying VOCs aren't such a big problem after all, that DFW's smog is all about the NOx. Why? Austin's computer model says so. This is the same computer model that says DFW ozone levels will reach historic lows this summer. But might there be another reason? TCEQ's de-emphasis on VOCs coincides precisely with a very large jump in VOC pollution from the gas industry, a jump due to the explosion of drilling in the Barnett Shale and the government's lack of regulation to control it. In 2006, cars and trucks in DFW still spewed more VOCs than the gas industry. This year, the gas industry will release 30 MORE TONS PER DAY of VOCs than all the cars and trucks in DFW combined according to the TCEQ itself. But you'd never know it from looking at any of the public material the TCEQ produces about DFW's ozone problem. Instead it's all NOx all the time. This slant benefits a politicized TCEQ in a couple of ways. First, when you talk about NOx, you don't have to talk about the doubling of gas industry emissions over the past decade or so. Second, you can keep repeating the mantra that it's all about cars. Cars only produce about 15% of the VOC pollution in DFW vs 49% of all NOx in North Texas. No need to worry about new controls on cement plants or coal plants when it's really all about cars. Until today, that TCEQ message creep was showing up locally in websites and promotional material sponsored by the North Central Texas Council of Governments (NCTCOG) made up of area municipal and county governments. Unlike in past years when the familiar formula of both NOx and VOcs was recited to the public, this year NCTCOG's Air North Texas site, Air Facts page trumpeted that "On road vehicles cause half of the ozone forming emissions. Ozone forms when nitrogen oxides (NOx) combine with sunlight and intense heat." That just wasn't true. When you combine all VOC and NOx emissions (as calculated by TCEQ) in DFW, on-road vehicles account for 29% of ALL ozone forming emissions. Point Sources like cement plants and other industrial facilities, combined with oil and gas sources, total 25% - a much different looking pie chart than when you use NOx emission alone. To its credit, as a result of our inquiry, the NCTCOG Air North Texas "air facts" page has been re-edited to put VOCs back into the equation as of today, along with a little bit of spin claiming that "historical emphasis has indicated NOx reductions are the most appropriate way the region can lower ozone levels." We label that spin because it relies totally on the TCEQ's point of view, which has been, how do we put it, "historically wrong." We've already discussed how the DFW smog problem began as just a VOCs problem. We know they're still a factor. And if NOx reductions alone are so darn effective, why haven't they worked better? According to the TCEQ, total NOx pollution from ALL DFW sources decreased by almost 150 tons per day over the last six years. And yet 2011 was the worst ozone season since 2007. VOC Pollution? It's increased by 17 tons per day despite almost every individual category going down, save the ambiguous "Area" sources and emissions from the Oil and Gas industry. So if NOx decreases ozone so much more effectively than VOC decreases, how come 2011 ozone levels didn't reflect that? Many public officials around the country cite scientific evidence that already smoggy air turbocharges the ability of gas patch pollution to create more ozone. Usually very weak VOC molecules are transformed into smog-producing machines. TCEQ refuses to factor in this scientifically validated increased reactivity of VOCs being released by gas sources despite predominate winds carrying already smoggy air into the heart of drilling country in Tarrant, Denton, Wise, and Johnson Counties. It's model doesn't recognize this phenomena happening. TCEQ may also be underestimating the ability of these weak VOCs to already make ozone. In her 2011 landmark "Leaking Money" report for Downwinders, Dr. Melanie Sattler wrote that just the sheer volume of new gas industry VOCs is enough to affect DFW ozone levels. If DFW is ever going to solve its chronic smog problem, it has to have reliable information about what the increase in gas industry pollution is doing to our air. We don't have that now and no one in Austin is interested in finding out. More Details on the New DFW Smog Boundaries and Timeline

First, if you haven't read our updated post below, please notice the correction to Tuesday's initial story. DFW's "Moderate" classification by EPA under the new 75 ppb ozone/smog standard is actually a more serious ranking than Houston's "Marginal" ranking. In fact, areas with Marginal status are expected to be able to achieve the standard without even having to submit a clean-up plan with special pollution control measures. That's right, for the first time in forever, Houston won't even have to submit a "SIP" - State implementation Plan - while DFW will have to write yet another one, the fourth one in 15 years. According to EPA's announcement, most metropolitan areas were classified as "Marginal," identifying North Texas right off the bat as one of the more seriously smoggy places in America (but still way behind parts of California with an "Extreme" label slapped on the LA basin, and "Severe" for three more separate areas.) Most of DFW's sunbelt peers have fared better than our metormess. Atlanta started out at the same place as DFW 15-20 years ago, but has cleaned up its act enough to rate a "Marginal" in this round. Phoenix is also "Marginal." But of course neither one of those has a major natural gas play in the middle of them. Second, the timeline for the next DFW's next smog plan is known. The clock begins ticking 60 days after the new designations are published in the Federal Register - sometime between July and September of this year. From that date, DFW leaders and the Texas Commission on Environmental Quality have exactly three years - until the summer of 2015 - to design and build a new clean air plan for DFW that will meet the 75 ppb standard. We have a three year running average of 90.6 ppb. Not to worry however. TCEQ has already told us that ozone levels will drop to historic new lows this summer thanks to so many new cars being bought. On the outside chance that doesn't happen, the Rick Perry- driven TCEQ will have to find some other nonsensical rationalization for avoiding new controls on the Governor's industrial contributors - cement plants, the gas industry, and power plants, like they did last year with the new car strategy. But don't look for Austin to even start working on this clean air plan until 2014. There's no rush because the agency doesn't believe the 75 ppb standard is even necessary. The Commission's leadership was vocal in its opposition against it.  If local leaders were smart, they'd disconnect their own clean air efforts from the state's and begin doing their own planning immediately, but traditionally they don't move until TCEQ says "jump". Add to this the new element of regional elected officials who, like Governor Perry, not only don't want to impose any new controls on industry, but don't even concede the value of cleaner air, and you already have a formula that's in danger of repeating last year's Worst Clean Air Plan Ever. 2015 isn't that far away, but without a serious overhaul of the regional air quality planning process, hope of meeting the new smog standard seems further than ever. Here's a story from Florida about the Brooksville Cemex cement plant's new permit that displays the quintessential spin from the cement industry about their transformation into garbage burners. 1)The headline uses the preferred industry term of "alternative fuels" instead of garbage. 2) It leads with all the feel-good fuzzy bio-garbage like peanut shells and wood chips. Only further down do they let you see the rest of the list -  "including plastics, carpet, roofing materials and wood treated with creosote. Included, too, are so-called engineered fuels such as cleanup debris from natural disasters, processed municipal solid waste, dried and sanitized sewage bio-solids, noninfectious hospital materials, expired pharmaceuticals and confiscated narcotics." 3) It makes sure you know that this new garbage burning will shrink the plant's carbon footprint and lower emissions of toxic chemicals like Mercury - but the plant will not be amending its operating permit to reflect those proposed decreases. 4) for all the talk of "alternative fuels," the plant is mainly still burning coal and tires, both of which it's been burning for a long time. The largest expense of running a cement plant is fuel costs. The industry is always finding a way to cut those costs. In the 1980's and 90's it tried turning cement kilns into hazardous waste incinerators by getting paid by polluters to burn their crap for less money than the pros. That met with quite a bit of public resistance and new regulations that made it harder to keep doing that. So now the industry is pivoting toward a laundry list of  "non-hazardous" wastes - municipal garbage, sewage, medical waste, plastics, car interiors - garbage. Except that anyone who's ever studied the the history of American  garbage incineration - and there's quite a history - knows there's nothing non-hazardous about the practice. Just because a waste isn't classified by EPA as a "hazardous" waste coming in the front door doesn't mean it doesn't emit hazardous air pollution when it's burned or carted off as ash out the back door. And even thought there's a lot of boasting about emission decreases, the industry isn't backing up that talk with real cuts in their permits. Places like Midlothian, home of three huge cement plants, and a concentration of cement manufacturing unmatched anywhere else in the US, are looked upon as nothing but large "landfills in the sky" to both waste producers and the cement plant operators themselves. TXI's Midlothian plant, directly south and upwind of DFW, just received a new permit "amendment" last June that allows them to burn the same kind of  long list of garbage as the Florida kiln. They got this without any public notice or hearing or anything. None required as long as TXI promises, cross their heart, that the emissions won't increase above what they are now. And if they do? We won't even be able to know for sure until a test burn that will occur after they start burning garbage - they can wait up to a year to do the testing. This is why public participation is an over-arching issue in Texas now. Without it, there are no checks and balances. Only more experiments taking place in your lungs.   Read More

2012 to Be Most Awesome Ozone Season Ever

Sunday marked the official start of the 2012 ozone season. Unofficially, it began the week before on March 24th, when both the Frisco and "Dallas North" ozone monitors operated by the Texas Commission on Environmental Quality recorded violations of the new federal standard of 75 ppb, and then on March 25th, when the Keller, Grapevine, and Eagle Mountain Lake monitors also all recorded violations of the 75 standard. Frisco came within less than a single ppb of being in violation of the old 85 ppb and set the record for the highest March ozone reading TCEQ's ever recorded. It's this old 85 ppb standard that DFW is still trying to meet even as the regulatory goalposts have been moved back to account for new science linking smog to heart attacks and strokes at lower levels of exposure. In submitting its new clean air plan to EPA to finally get below 85 ppb, you might remember that TCEQ predicted that in 2012, DFW would see the lowest ozone averages ever recorded - primarily because so many people are replacing their older more polluting cars with newer, cleaner ones. This prediction even came two months after the end of the 2011 ozone season showed DFW had worse smog than Houston. No, state leaders were not deterred by naysayers in taking a strong, optimistic stand for clean air when it came time to turn-in its compliance plan for EPA. Theirs is a faith-based initiative. According to Austin, all 18 DFW air quality monitors will be registering lower levels of smog in 2012 than any of them have ever recorded in the decade since monitoring began in DFW. At some monitors, TCEQ predicts summer maximums will drop by 40 parts per billion or more, an annual decrease no monitor in DFW has ever registered. Given the high readings from March already, it's hard to believe that this prediction could possibly come true, but hey, they're the experts,right?  So put away those gas masks and get out and breathe that fresh North Texas air. Fracking Makes Our Bad Air Worse

A lot of people may think that the largest public health problems linked to horizontal gas drilling,or fracking, are all water-related. They are not, at least not yet. It's the huge amounts of air pollution fracking generates and its consequences for nearby residents, downwind dwellers, and the planet as a whole that are really pose the paramount risks to the most people. Take smog. Saturday's record-setting ozone levels remind us again that DFW is a 21-year old chronic violator of the Clean Air Act. Fracking generates both kinds of smog-forming pollutants identified by the EPA and the state - Nitrogen Oxide (NOx) from combustion sources, and Volatile Organic Compounds (VOCs) from the leakage and "upsets" of chemicals in tanks, pipelines, and other facilities and pieces of equipment. In 2006, NOx pollution from the gas industry was estimated to be over 68 tons per day by the state. That was more than all three cement plants in Midlothian combined, plus every other large stationary source of NOx pollution in the region. By this year that number is expected to drop by 2/3rds because of new rules by the state requiring more modern diesel engines and less drilling in the Barnett Shale in general. TCEQ believes NOx pollution has more of an impact on DFW ozone levels than VOCs, and so it got more serious about regulating the NOx pollution from fracking. But that theory is being seriously tested. This year, again according to the state, all the cars and trucks in DFW will produce 80 tons per day of VOC air pollution. Oil and gas production in DFW will produce 114 tons per day of the same kinds of pollutants - 34 more tons a day than all cars and trucks combined, and the largest emissions by far from any one industry in North Texas. TCEQ says not to worry about the smog impact of these gas VOC emissions because they're aren't as reactive or volatile as the kind vehicles emit and are less likely to form ozone. Independent scientists and regulators disagree, especially given the volume of the pollution. Denver officials believe that when already dirty air - from other urban areas, or coal plants or cement plants - combines with the VOCs from the gas industry, it actually makes the gas VOCs more volatile, and more likely to form ozone. This phenomenon has never been incorporated into the computer modeling TCEQ uses to predict ozone formation in DFW. In 2011, DFW had its worst smog season in five years, even as the state refused to significantly cut VOC emissions from the gas industry. You don't have to live near a gas well to feel the effects of the drilling going on in North Texas. All you have to do is breathe.  The same VOCs that cause smog are also the most responsible for making near-by residents ill with their toxic fumes. Benzene, formaldehyde, and other VOCs are routinely released or escape from gas facilities. A recent Colorado School of Public Health study found a resident's cancer risks increased 66% when they lived within a half mile, or over 2000 feet from a fracking operation. Many of the chemical exposures recorded residents near wells by way of state-issued hand held canisters are exactly the same ones Midlothian residents found when they used the same canisters to test their bad air downwind of the cement plants when they were burning hazardous wastes. And the official response is the same as well. Despite the fact that the resident is testing the air when he or she is feeling the health effects of air pollution, the levels of poisons never seem to reach above mandated levels of concern that would trigger action. But of course those levels are based on theory and never put to the test in any epidemiological way - except when residents' experience contradict the theory - and then its the residents who must be mistaken, not the theory. If you live next to a fracking well operation, you live next door to a hazardous facility that's capable of generating toxic air pollution just like a hazardous waste incinerator, a chemical plant, or refinery. Finally,  the same air pollution from gas operations that causes smog and sick people also contributes to climate change.  Fracking, along with gas processing, and especially compressors to generate pressure instead of wells and pipelines produce very large volumes of Greenhouse Gases. A recent EPA survey of GHG from all Texas facilities shows compressor stations spewing anywhere from 10,000 to over 90.000 tons of GHG pollution. Industry spokespeople say not to worry because most of this is methane that is relatively short-lived compared to other kinds of Greenhouse Gases like CO2.  The problem with that argument is that while it might have a shorter life span, methane is many times more potent in its greenhouse effect. So much so that a recent groups of climate change experts recently said that the best thing we could do in the short term for negating climate change would be to concentrate on reducing methane and particulate matter pollution. This is most relevant to Dallas because of all North Texas cities, it's the one that has officially pledged to cut its GHG pollution along a specific timetable. Just one compressor station within its city limits and any hope of meeting those goals is lost. So one kind of air pollution from the gas industry is responsible for all three impacts - local, regional and global. That's why the Dallas Residents at Risk alliance has endorsed off-setting, or balancing any increases in GHG emissions caused by the gas industry with industry-sponosored reductions in Dallas that keep our total air pollution burden from skyrocketing. It's the first time this strategy has been advocated and it is the only brand new idea to be included in the Dallas Gas drilling Task Force as a "suggestion" in its cover letter to the City Council. Even its members saw the collision of City of Dallas promises to clean the air with opening the door to fracking. Gas isn't cleaner than coal in DFW. It's just as bad or worse.   Read More

DFW Posted the Highest March Ozone Pollution on Record Saturday

Beginning at noon on Saturday and continuing until 7pm, the air monitor in Frisco recorded a 75 parts per billion or higher level of ozone, a violation of the new smog standard just adopted by EPA. By evening it had come within less than 1 part per billion of violating the obsolete 85 ppb standard. It was the single highest ozone reading on a day in March since air monitoring for the pollutant began in DFW in the late 1990's. A violation of the 85 ppb standard this early in the year would also have been an historic first because according to the government, "ozone season" doesn't even officially start until April 1. What made it even more spectacular was that it was on a Saturday - traditionally not a high-ozone day of the week in DFW. Not an auspicious start to a year when we're supposed to have the very lowest levels of ozone ever monitored, according to your Texas Commission on Environmental Quality. At least that's what they told the EPA when they had to submit a plan for cleaning-up DFW ozone way back in December. It's the miraculous new "free market new car pollution control measure" TCEQ has been touting for two years now that says so many more local residents will buy newer, cleaner cars that the air will reach almost Alpine purity by September. Unfortunately for Austin, all it took was some unseasonably warm weather in March (just an anomaly we're sure) to consign that prediction to the ash heap of previous TCEQ predictions about improving air quality in DFW. To achieve TCEQ's prediction for better 2012 ozone levels, Frisco's air monitor can't record anything higher than a 58 ppb  8-hour average this year. Yesterday, it was at 84.24 at the end of the worst eight hours that saw readings go as high as 96 ppb. Given the weather forecast for the rest of the week, it's not unthinkable that we'll have our first violation of that old 85 standard before April begins. We would say we told you so, but really, how smart do you have to be to know that another TCEQ optimistic prediction about DFW air quality would fail miserably right out of the gate?   Read More

Public Overwhelmingly Approves of New Clean Air Initiatives

At the bottom of that same Politico article on the suspension of new rule-making at EPA are the results of a national poll on clean air regulations done by Greenberg Quinlan Rosner Researched, paid for by the American Lung Association, conducted February 27th to March 4th with a margin of error of 3.5 points either way. The results are not a surprise if you've been following polling on this subject for a while - there are always overwhelming majorities in support of additional efforts to clean up air pollution. But if you live some place like Texas, and/or you've been closely following the GOP presidential nominating contest, you might get the feeling that most people think the air they're breathing is hunky-dory and want the EPA to permanently close-up shop. Nope. 66% of those polled strongly favor or somewhat favor the EPA's updating of air pollution standards with stricter limits vs. 28% who strongly or somewhat opposed that effort. 37% didn't think EPA was strict enough in its regulation of air pollution vs 11% who thought the agency was too strict (14% unsure and 38% "about right"). 78% favored stricter limits on Mercury, 72% favored stricter limits on smog, 70% favored stricter limits on Carbon Dioxide (CO2) and even 60% favored new tailpipe emissions and gasoline standards - knowing that these new rules could directly affect them. 73% think new limits on greenhouse gas emissions will have a positive effect on public health and air quality and even a plurality of 44% believe these standards will have a positive impact on the economy.  No, you're not crazy. Closed Until The 2nd Tuesday in November

There are at least four major EPA rules in line to be finalized in 2012 but don't look for that to happen until after the elections. That's the consensus of opinion from this Politico article, which says new regulations for lower sulfur gasoline, coal ash disposal, Greenhouse Gas limits on power plants and refineries and a new federal particulate matter standards are all on hold while the Obama Administration becomes full engaged in the 2012 Presidential campaign. "“If there’s one thing we’ve learned in a presidential election year, Democrats and Republicans behave similarly in that they are loath to propose or finalize a rule that could be construed as being controversial or having a significant impact on the economy,” said Bill Becker, executive director of the National Association of Clean Air Agencies, which represents state regulators. While some groups will be filing lawsuits, it's not clear if the glacial pace of such efforts will be any quicker in getting the new rules than waiting until after the election.  Read More

"Moderate" PM Pollution in DFW Kills and Maims

It's behind the paywall, but the Morning News and Randy Lee Loftis commit real journalism today in the form of an article on the dangers of Particulate Matter pollution, even at so-called "moderate" levels. It's based on two recent studies, inlcuding one we profiled here last week, but then does the right thing by localizing what the results of those studies mean for DFW air quality. The answer isn't pretty. It turns out there were an average of 41 days a year from 2007 to 2011when PM readings at one of two monitoring stations in Dallas were in the range that's associated with increased risk of heart attacks and strokes. By comparison, DFW experienced 38 days last summer when the new 75 parts per billion ozone standard was exceeded. Considering that there are about three times as many ozone monitors as PM monitors in DFW, you can see where some folks might think we have a problem: for more than a month every year, we breathe air that can make us sick or kill us. Unfortunately for future victims, it appears it will take some kind of threat from the federal government, or the courts, or both to make PM pollution as much of a target for control as ozone pollution, even thought the scientific evidence continues to mount that particulates cause much more widespread public health damage. That's because state and local governments risk losing federal highway dollars if they don't try and reduce ozone pollution, or smog. There is no such threat driving public policy regarding any other air pollutant. There are almost 40 posts on PM pollution listed in our category directory for this blog. Many of these summarize recent studies showing how pervasive PM pollution is and how insidious its health effects are. It damages you by being both a piece of dirty soot that can make it hard to breathe, and as a carrier of any number of toxic chemicals that attach themselves when the piece of soot is created. PM can have lead or mercury on it. It can have benzene or formaldehyde. It's a microscopic suitcase for toxins. PM can cross the lung/blood vessel barrier and travel throughout your body, affecting your brain, your reproductive health or your immune system. It's the most underestimated, and under-regulated pollution. Federal standards for PM pollution are stuck way behind the times and need to be updated, but the Obama Administration decided not to go forward with trying to write a new standard in its first term - probably because of projections about how far-reaching the solutions to PM pollution will have to be - taking in everything from cars to power plants to diesel trucks, to cement plants. You've seen the howling from industry over new ozone standards and power plant mercury rules. Imagine the reaction to a tougher PM standard. Yet that is the direction the science is sending us. We've often been critical of the dearth of local environmental reporting in DFW, but this piece today is an excellent example of he kind of work a major metropolitan daily needs to be churning out on a regular basis.
